Is it mandatory to file 15CA and 15CB forms electronically?

My brother, an NRI residing in the US, not long ago disposed of his residence. Subsequently, revenue tax and funds gains tax computation were carried out and accordingly the IT business made a refund. Now, the proceeds of sale have to have to be repatriated to his account in the US. Our chartered accountant advised that we file forms 15CA and 15CB for this. 15CA has to be submitted by my brother, which involves e-verification by means of EVC code. This is generated by way of a One-Time Password (OTP) despatched to the cellular number that is linked to Aadhar. OTP can also be despatched to the cell quantity joined to the registered bank account. In each instances, this amount must be an India cell variety. 15CB will be submitted by our chartered accountant. As my brother does not have an India cellular number, is it required to file it electronically? Alternatively, can it be submitted in a challenging copy to the ITO for e-verification.

If the above selections are not possible, you may perhaps file an online grievance with the IT authorities to allow for OTP to be despatched to an additional cell selection or intercontinental cellular selection.
